I prefer the temperature to fuel flow configuration. Often
heater burners need to be taken in or out of services for big
changes in duty. If, for example, you add a burner, the fuel
pressure will decrease, which will cause the fuel valve to open
more. The fuel flow only goes back to normal from feedback via
the temperature loop. This big disturbance would be avoided by
using the flow configuration.
